KOGI ELECTION: Violent protests over APC choice of Audu's replacement



The All Progressives Congress’ decision to pick Yahaya Bello as a replacement for its governorship candidate in Kogi State, the late Abubakar Audu, has led to violent protests in the state.

A newspaper had on Saturday reported that the APC had picked Bello as a substitute for Audu, who died on Sunday shortly after the Independent National Electoral Commission declared the November 21 governorship election in the state inconclusive.

The report sparked protests in Ajaokuta area of the state by youths of Igalaland where Audu hailed from.


The youths were said to have expected that either Audu’s son, Mohammed, or another person from Igalaland would replace Audu.

They marched along major roads in Ajaokuta area, sang war songs and carried placards of different inscriptions denouncing Audu’s replacement with Bello.

The enraged youths made bonfire and later blocked the Itope-Ajaokuta Bridge, which is along Ayangba-Ajaokuta highway, causing gridlock.

Some of the inscriptions on the placards read, “Do not betray Audu because he is dead”, “Audu invested much for APC unity and progress”, “It is injustice to replace Audu with a non-Igalaman.”

Many motorists and commuters were said to have been stranded for hours while the blockade lasted.

The intervention of security operatives, who made the protesting youths to stop their siege on the bridge, later restored normalcy to the area.

The state Police Public Relations Officer, Mr. William Aya, confirmed the protests in a telephone interview with our correspondent.

He stated that the Police quickly moved to the area to restored law and order.

He said, “The Area Commander and the Divisional Police Officer with other policemen moved to the area and made the youths to disperse.

“Normalcy has been restored while normal movement and business activities have resumed.

INEC had on Tuesday written the APC, asking it to submit a substitute for the late candidate. The party had said that it would hold a fresh primary to choose another candidate.

But Bello, who was the first runner-up at the APC primary, was reportedly picked by the party leaders on Friday.

Also, Audu’s running mate, Mr. James Faleke, rejected the party’s decision to pick Bello.

Faleke, in an interview with newsmen on Saturday, faulted the decision of the APC to pick Bello as a replacement for Audu.

He also claimed that Mohammed Audu is one of his main backers in his quest to assume the office of governor of the state.

There have been calls by some political groups for Mohammed Audu to replace his father as the APC’s candidate for the December 5 supplementary election fixed by INEC.

On Thursday, Faleke, who is against the supplementary poll, had in separate letters to the INEC Chairman, Prof. Mahmood Yakubu, and the National Chairman of the APC, Chief John Odigie-Oyegun, demanded to be declared as the governor-elect for the state.

The letters were written on his behalf by his lawyer, Wole Olanipekun (SAN).

Asked specifically whether or not he would support Mohammed to replace his father, Faleke expressed surprise that such an idea was muted in the first place.

He stated that Audu’s son could not replace his father because he (Faleke) and Mohammed were already working together on the demand that INEC should declare Faleke the governor-elect.

He also criticised his party’s decision for agreeing to be part of the upcoming supplementary election by choosing Bello “when the APC has already won clearly.”

Faleke spoke further, “Audu’s son is with me, so what are they talking about? You have also seen what the party did. What the party did and the clamour for my late boss’ son to succeed him are not in line with the law; so none of that will stand.

“And regarding my late boss’ son, we are working together. He is with me on this issue. I have given my final stance on this issue and there is no going back. INEC should declare me as the winner of the governorship election. That is where we stand.”

We will abide by party’s decision — Kogi APC spokesman

The Kogi State Publicity Secretary of the APC, Mr. Abdulmalik Suliaman, on Saturday said the choice of Bello was an act of God.

Responding on how the APC leadership should compensate the Audu camp by either appointing Audu’s son or any other associate, Sulaiman said the party’s leadership would always do the right thing.

He, however, said the camp was more preoccupied with the seven day prayer for Audu on Sunday (today) and would later meet to take a formal position on the party’s decision.

He said, “Choosing Bello to us is an act of God. We must abide by the party’s decision. God gives power to whoever He wishes to give. It is a party affair and the party will always do the right thing. The party has taken a decision or done its own and we must abide by it.

“The leaders have a way of solving problems. I believe everything will be okay. The leaders will always do. The Audu camp will meet on that. Presently we still have the seven days prayers coming up tomorrow (Sunday), it is very important to us. We need to offer more prayers for our departed icon. After the prayer we will meet.”

Also speaking on the issue, the Deputy National Publicity Secretary of the APC, Mr. Timi Frank, said, “We have heard rumours but I can tell you that we are still consulting. The party will take a position and make that position public on Monday. We appeal for patience.”

Ohanaeze seeks unconditional release of Radio Biafra boss


The apex Igbo organization, Ohanaeze Ndigbo, yesterday, rose from its Imeobi (highest decision organ) meeting in Enugu and called on the Federal Government to release Nnamdi Kanu, the detained Director of Radio Biafra and leader of IPOB, unconditionally.

However, the meeting, which was billed to hold with representatives of MASSOB and IPOB was boycotted by the pro-Biafra groups.


Ohanaeze‘s directive was contained in a communique jointly signed by the National President of Ohanaeze, Chief Gary Enwo-Igariwey and the Secretary General, Dr. Joe Nworgu.

They said that agitations and public protests over Biafra had been exacerbated by the detention of Mr. Kanu, the director of Radio Biafra. At the meeting attended by representatives of both the Movement for the Actualization of Sovereign State of Biafra, MASSOB, and the Independent People of Biafra, IPOB, in Enugu yesterday, Ohanaeze further expressed displeasure over the continued incarceration of Kanu, saying that it was gravely concerned over current wide-spread public Biafra agitations in states of the South-East and some other states of Nigeria for the actualization of Biafra.

The communique read in part: “Ohanaeze Ndigbo, the apex socio-cultural organization of Ndigbo in Nigeria and the Diaspora, is gravely concerned by current wide-spread and public Biafra agitations in states of the South-East and some other states of Nigeria.

“These agitations and public protests have become exacerbated by the detention of Mr. Nnamdi Kanu, the promoter/proprietor/director of Radio Biafra by Department of State Services, DSS.”

It further stated that “Ohanaeze Ndigbo fears that these developments may threaten the security and peaceful co-existence of Nigerians wherever they may be domiciled, and consequently, decided to summon an emergency meeting of Imeobi Ohanaeze Ndigbo to discuss the situation.

“This emergency meeting was held in Enugu at the National Secretariat of Ohanaeze Ndigbo on Sunday, (yesterday), November 29, 2015. Representatives of the various organizations and associations involved in the current public protest also attended the meeting.

“The Imeobi Ohanaeze Ndigbo, after extensive candid discussions and analysis of the situation is of the view that the current agitations are the direct result of the excruciating pain of severe injustice, marginalization and exclusion of Ndigbo from decision making structures in Nigeria as currently configured.

“The Imeobi Ohanaeze Ndigbo strongly avers that the exclusion of Ndigbo in decision making structure presents danger to the unity and well-being of the country, not only now, but also in future, and should be redressed urgently.

Meanwhile, the movement for the Actualization of the Sovereign State of Biafra, MASSOB, and the Indigenous People of Biafra, IPOB, also yesterday, lashed out on the leader of MASSOB, Chief Ralph Uwazurike, accusing him of hypocrisy and deceit over his call for the unconditional release of the incarcerated director of Radio Biafra, Mr. Nnamdi Kanu by the Federal Government.

This came as the former Chairman of Police Service Commission, PSC, Chief Simon Okeke cautioned some Igbo elders to “stop making pronouncements that can be very infuriating and dishonourable to the agitating groups . He also urged them to speak out early when youths start derailing, instead of keeping what he called “criminal silence” and subsequently condemning them when things get out of hand.

MASSOB and IPOB leaders after their joint meeting attended by other leaders of the two groups said: “Chief Uwazurike’s appeal was “an expression full of insincerity.”

The groups’ statement made available to newsmen by Mr. Uchenna Madu, and spokesman of IPOB Mr. Emma Powerful on behalf of other leaders, also alleged that “Uwazurike has never liked Mr. Kanu because he (Kanu) is becoming more popular, consistent and trusted by Biafra agitators,” adding that “in Uwazurike’s mind, he is happy with Kanu’s ordeal in the hands of the Federal Government .”

Chief Uwazurike while addressing loyalists and friends of MASSOB who stormed Owerri for the third anniversary of the exit of Dim Chukwuemeka Odumegwu Ojukwu, which had Ojukwu’s wife, Chief Bianca Ojukwu, Dr. Fredrick Fasehun and Major Hamza Al- Mustapha in attendance had called for Nnamdi Kanu’s release.

“We do not believe in Uwazuruike’s call for Mr. Kanu’s release, just as we condemn the speech at Ojukwu Memorial ceremony where he also said that some people claiming to be champions in their little knowledge, forget that Igboland is landlocked and the five states of South East contribute less than eight per cent of the economy of Nigeria. That is the height of his deceit that he is actually fighting for the actualization of Biafra. It is a statement of somebody that has been compromised, and should not be taken serious.

“That statement was indirectly encouraging the Nigeria government to continue their detention and persecution of Mazi Nnamdi Kanu, the current Biafra hero. If not, how can somebody like Uwazurike be making such comments and he wants people to take him serious? We saw where he was going and we decided to leave him,” they said.

Meantime, Governor David Umahi of Ebonyi State, weekend, revealed that the governors of the South East geo-political zone had taken a decision to discuss issues revolving around the recent agitation by IPOB in the country.

Governor Umahi made this known when he received the leadership of the Abakpa Main Market Traders Association at the Government House in Abakaliki.

According to Umahi, the South-East governors had listened to the complaints of the agitators and had decided to discuss the issues with the President.

“We have listened to the complaints of the boys. There is no way anybody would say that what they are saying is completely outside the truth, but just like husband and wife, you must have a way of getting along through dialogue.

“The governors of the South-East have taken up the matter with Mr. President and I believe that we don’t need another war in this country. I want to plead with you to encourage whoever is involved that we have taken up the matter and we will do everything possible to make sure that their feelings are addressed.

“We should not support secession. We should not support demonstrations; we should not support the castigation of our leaders.”

We spent N65 Billion Abacha loot on roads, electricity, education, water and health - Ngozi Okonjo-Iweala


Former Minister of Finance and Co-ordinating Minister for the Economy, Dr Ngozi Okonjo-Iweala told the World Bank that about $500 million (N65bn) recovered from the late Head of State, General Sani Abacha in Switzerland was spent in the 2004 and 2005 budgets on roads, electricity, education, water and health across all six geo-political zones of Nigeria.



This was contained in the documents the World Bank sent to Socio-Economic Rights and Accountability Project, SERAP, following enquiries made by SERAP on how the money, tagged Abacha loot was spent.

A statement issued yesterday by SERAP executive director Adetokunbo Mumuni, said the organization has “received several documents from the World Bank totalling over 700 pages on information on the spending of recovered assets stolen by the late General Abacha, with some of the documents suggesting that the Abacha loot was spent on roads, electricity, education, health and water.”

The organisation said: “SERAP can confirm that last week we received several documents from Ann May of the Access to Information Team of the World Bank following our Access to Information Request to the Bank. We also received a letter dated 24 November 2015 from Mr Rachid Benmessaoud, Director of the World Bank in Africa.”

“In total, SERAP has received over 700 pages of documents, which we are now closely studying and scrutinising with a view to discovering whether the documents contain details that Nigerians would like to see and whether the information correspond to the facts on the ground. After this analysis, we will respond to the Bank and consider our options, including filing an appeal before the Bank’s Access to Information Appeals Board and taking other appropriate legal actions nationally and internationally to discover what exactly happened to Abacha recovered loot,” the organisation said.

The organisation said that “In the meantime our preliminary review of some of the documents and the letter from Mr Rachid Benmessaoud have revealed certain facts which raise more questions about what exactly happened to Abacha loot: First, that Mrs Ngozi Okonjo-Iweala as Minister of Finance in a letter dated 9 January 2005 explained to the Bank that around $500m (N65bn) of Abacha loot received from Switzerland was programmed into and spent in the 2004 and 2005 budgets on roads, electricity, education, water and health across all six geo-political zones of Nigeria.”

“Second, Mrs Iweala explained to the Bank that N18.60bn was spent on roads; N10.83bn spent on health; N7bn spent on education; N6.20bn spent on water; and N21.70bn spent on electricity. She also said that part of the funds were spent on new and ongoing investment projects. Mrs Iweala said that relevant federal ministries have the full details on the spending of repatriated Abacha loot. The Bank noted that there was no funds monitoring and tracking mechanism in place to trace the spending of Abacha loot,” the organisation also disclosed.

“Third, Mr Rachid Benmessaoud confirmed that the World Bank played a monitoring role in a return of assets by Switzerland but that the Bank is not currently involved in the monitoring of spending of Abacha loot that have been returned to Nigeria in recent years. He said that the Bank would be prepared to set up a mechanism to monitor the use of Abacha loot if the Nigerian government request the Bank’s assistance in this respect.”

SERAP then argued that “given Mrs Okonjo-Iweala’s involvement in the spending of Abacha loot, President Muhammadu Buhari should urgently probe the role of the Ministry of Finance and relevant federal ministries at the time in the spending of Abacha loot particularly given the strong allegations of mismanagement that characterised the use of the funds”

According to the group, “Although Mrs Okonjo-Iweala said that Abacha loot was spent in the 2004 and 2005 budgets on roads, electricity, education, water and health across all six geo-political zones of Nigeria, there is no evidence of such projects as millions of Nigerians continue to travel on dead roads, while they continue to lack access to adequate electricity supply, water, health and quality education. Therefore, President Buhari can no longer continue to remain silent on this issue of public interest if Nigerians are to continue to trust him in his fight against corruption,” the organisation also said.

It will be recalled that in a letter dated 15 October 2015 and signed by Ann May of the Access to Information Team, the Bank said that “In response to your request under AI3982, we would like to inform you that we are still considering your request and need additional time to provide you with a more comprehensive response.”

The letter reads in part “In most cases, we will be able to respond within twenty (20) working days from receipt of a request for information. However, we may need additional time in special circumstances, for example, if the request is complex or voluminous or if it requires further review by or consultation with internal World Bank units, external parties, the Access to Information Committee, or the World Bank’s Board of Executive Directors.”

Earlier, SERAP had on 21 September 2015 sent an access to information request to Jim Yong Kim, President, World Bank Group urging him to “exercise the Bank’s prerogative to release documents relating to spending of recovered assets stolen by Late General Sani Abacha”.

The group also asked Mr Yong Kim to “disclose information about the Bank’s role in the implementation of any projects funded by the recovered assets and any other on-going repatriation initiatives on Nigeria with which the Bank is engaged.”

The request was “pursuant to the World Bank’s Access to Information Policy (The Policy), approved by the Board on June 30 205. SERAP notes that one of the Policy’s guiding principles is to maximize access to information. There is also clear public interest in Nigerians knowing about the Bank’s supervisory role and specifically its involvement in the implementation of projects on which repatriated funds were spent.”

Buhari jets off to France..



President Muhammadu Buhari was believed to have left Malta where he participated in the Commonwealth Heads of Government Meeting (CHOGM) for Paris, France Sunday evening to join about 150 other world leaders for the Conference of Parties 21 (COP21) on climate change.

The president is expected present Nigeria’s statement at the opening session today before participating in the launching of the International Solar Alliance same day, an initiative of Indian Prime Minister, Narendra Modi.

The alliance which is code-named the International Agency for Solar Policy and Application (InSPA) comprised all African nations located within the Tropic of Cancer and Tropic of Capricorn.

On Tuesday, the President would also participate in the summit of the Heads of State and Government of the Lake Chad Basin Commission and Benin Republic which would dwell on Boko Haram and other issues on security just as he would also attend another event of the African Union, AU, tilted “Conference on Climate Change and African Solutions”.

Minister of Foreign Affairs, Mr. Geoffrey Onyeama, the Minister of Environment, Mrs. Amina Mohammed and the National Security Adviser, Maj.-Gen. Babagana Monguno (rtd.) would accompany president Buhari to the meetings.

The conference would elapse on December 11.

Also at the conference, Yar’Adua Foundation, a non Governmental Organization on environmental issues would present a documentary to showcase the level of oil pollution and degradations on most cities in Nigeria.

A statement from the foundation on Sunday stated that Nigeria faces a looming climate and environmental crisis that it can no longer afford to ignore.
The statement further read: “Creeping effects of climate change and unchecked environmental degradation in communities across the country, now pose monumental socio-economic, political and sustainable development challenges to the nation.

With the country’s population projected to an astronomical increase of 450 million by 2050, pressure on resources pose a real and present danger and risk to the subregion and beyond.

“Narrated by Ken Saro-Wiwa, Jr, the documentary tells the story of environmental threats and unique challenges to security in Nigeria in affected communities. It connects the dots between climate, environmental degradation, and security and serves as an advocacy tool to raise awareness of the defining challenge of our time.

“The first screening will take place at the Climate Action Zone on Wednesday, December 9, 2015 at the CentQuatre, Room 1 from 1pm-1:50pm. The COP21 Africa Pavilion, sponsored by NEPAD and the African Development Bank, will feature the film on Thursday, December 10, 2015 from 9:00am-9:45am.”

Meanwhile, French authorities have elevated security level in the cities ahead of the meeting to prevent any eventuality.

The measure followed the recent devastating terror attacks in the capital city.
To this end, vehicular and human traffic has been restricted in and around major roads leading to the conference venue and hotels hosting participating world leaders.

We will not apologise to Russia over jet downing - Turkey


Turkish Foreign Minister Mevlut Cavusoglu vowed Thursday that Ankara would not apologise to Moscow over the downing of a warplane on the Syrian border.

Russian President Vladimir Putin said earlier his country had not received any apology from Turkish leaders.


“We don’t need to apologise on an occasion that we are right,” Cavusoglu said.

“But we said on the phone yesterday (Wednesday) that we are sorry,” he added, referring to a telephone conversation with his Russian counterpart Sergei Lavrov.

KOGI ELECTION: Audu Abubakar's son nominated to replace him as APC governorship candidate


Leaders of All Progressives Congress (APC), in Kogi East Senatorial District have nominated Mr Mohammed, 43, first son of Late Prince Abubakar Audu, to replace him as the party’ s governorship candidate.

The leaders, stakeholders and delegates who made this known in Lokoja on Thursday after a marathon meeting, said they arrived at the decision after due consultations .



Their spokesman, Mr Daniel Isah, the Vice Chairman of APC in Kogi East, said they have resolved and are determined to back Mohammed to replace his father if the National Working Committee orders fresh primaries.

Isah thanked the Independent National Electoral Commission and the national leadership of the party for the opportunity given to them to find a replacement for Audu who died on Nov. 23 at Ogbonicha, Ofu Local Government.

He appealed to the national leadership of the party to give their decision utmost consideration and approval in the overall interest of the party and the state.

Present at the meeting were Alhaji Lincho Ocheje, Hon. Hassan Omale, Hon. Benjamin Ikhani, and Sen. Emmanuel Dangana, among others.

New twist in Kogi Election drama, as running mate to late Abubakar Audu, James Faleke lays claim to governorship seat


A new twist into the Kogi election emerged on Thursday as Hon. James Faleke, the running mate to late Abubakar Audu, the candidate of the All Progressives Congress in Saturday’s governorship election in Kogi State,wrote to the Independent National Electoral Commission, INEC, asking the commission to declare him the governor-elect of the state.

Faleke, made this known in a letter to INEC Chairman, Mahmood Yakubu.


The lawmaker representing Ikeja Federal Constituency of Lagos State in the House of Representatives, who expressed sadness over the death of Audu, opined that under Section 187 of the 1999 Constitution, he was duly elected as deputy governor of Kogi State.

“In law and logic, no new candidate can inherit or be a beneficiary of the votes already cast, counted and declared by INEC before that candidate was nominated and purportedly sponsored,” Mr. Faleke wrote through his counsel, Wole Olanipekun.

“Assuming without conceding that INEC is even right to order a supplementary election, the votes already cast, counted and declared on Saturday, 25th November 2015, were votes for the joint constitutional ticket of Prince Abubakar Audu and our client.

“Therefore, no new or ‘supplementary’ candidate can hijack, aggregate, appropriate or inherit the said votes.”

In the letter to the APC national chairman, Chief John Odigie-Oyegun, Olanipekun, again writing on behalf of Faleke rehearsed the same arguments as put forward to INEC, even as he added that the party should not allow itself to be distracted.

Concluding, he said:

“Arising from the foregoing, our client enjoins the APC not only to support him at actualising the mandate already given to the party under the joint ticket of himself and the late Prince Abubakar Audu, but to also distance itself from the ‘Greek gift’ offer being made by INEC, to wit, that it is allowing the APC to conduct a fresh primary election to nominate a candidate for a supplementary election in 91 polling units, where only about 25,000 PVCs are available; whereas the APC is already leading, by the announced results, with over 40,000 votes.”

APC out with Audu’s death — PDP

Meanwhile, the PDP in a statement confirming the deliberations of its national caucus insisted that the death of Audu, the APC’s running mate has inevitably put the party out of the governorship contest.

The party insists:

That with the death of its candidate, Prince Abubakar Audu, the APC has legally crashed out of the governorship race as no known law or constitutional provision allows the substituting of candidates, once the ballot process has commenced.

That with the unfortunate death of Prince Abubakar Audu, the APC has no valid candidate in the election, leaving INEC with no other lawful option than to declare the PDP candidate, Capt. Idris Wada as the winner of the election.

The party also:

l. Notes that the combined reading of the provisions of the constitution and Electoral Act does not in any war whatsoever support the substitution of candidates for election in the middle of the ballot process.

2. Notes that if APC is allowed to substitute its original candidate, then the party would have fielded two separate candidates in the same election, a scenario that is completely alien to our electoral laws and to any known democratic norms and practice world-over.

43. Observes that the APC, fully aware that it has no case before the law is now orchestrating confusion in the polity with a view to diverting attention from its glaring incompetence and failure of governance.

The party also demanded the immediate resignation of the chairman and all national commissioners of INEC and the Attorney General of the Federation (AGF), Mallam Abubakar Malami for purportedly deliberately misleading INEC into arriving at the unconstitutional decision of allowing APC to substitute its candidate in the inconclusive election.

The PDP warned that the AGF, INEC and APC were creating a scenario where a loser in a primary will patiently wait for the winning candidate to finish election and then have him either poisoned or assassinated before the final collation of results.

What will make us stop our pro-Biafra protests - MASSOB


The Movement for Actualization for Sovereign State of Biafra (MASSOB), on Wednesday, expressed dissatisfaction with last Sunday’s meeting held by South East Governors and other Igbo leaders at the Enugu State Government House in an attempt to end ongoing protests by members of the Indigenous People of Biafra (IPOB) and MASSOB, over the continued detention of the Director of Radio Biafra, Nnamdi Kanu


After the meeting, Governor Rochas Okorocha of Imo State, who spoke to reporters on behalf of the Igbo leaders, which included present and past governors, ministers, national assembly members, said the meeting resolved to set up a committee to dialogue with the pro-Biafra agitators.

But in a statement on Wednesday, MASSOB rejected the resolutions, arguing that it did not address the major reason for the protests, which it said was the continued detention of Kanu.

National Director of Information, MASSOB, Uchenna Madu, said the only way to end the crisis is the unconditional release of Mr. Kanu.

The separatist group also said it was worrisome that South East governors met without their counterparts from the South South region, which also witnessed some protests.

Madu said: “MASSOB is not satisfied with all the meeting of Igbo leaders on Sunday because of no seriousness on the plight of Nnamdi Kanu,” Mr. Madu said.

“How can revered Igbo leaders waste a whole day in a marathon meeting without discussing our simple demand of Nnamdi Kanu’s release?

“Are they afraid of Northern oligarchy, western alliance with north or President Buhari? The governors, Ohaneze and other Igbo leaders have proved that they’re not representing the interest & demands of Ndigbo.

“They have shown their soft mind, inferiority complex and loyalty to our oppressors, we shall prove to Nigeria that the Igbo governors, national assembly members, other Igbo leaders are not truly in charge of affairs in Igboland.

“DSS is buying time for long incarceration of Nnamdi Kanu to impress Buhari and Northern political cabals that they can frustrate Biafra revolution.

“Long incarceration of Nnamdi Kanu by DSS will only motivate, inspire and increase the moral of Biafran agitators. How long shall they continue to detain an innocent man who already commands the massive respect of Ndigbo even in detention?

“MASSOB and IPOB members are not demonstrating or protesting against infrastructural decay in Igboland or non inclusion of Igbos in major political appointments but the release of our brother, Nnamdi Kanu, who represents the genuine desire of the people eastern region.

“Other demands and clamour of Ndigbo as a result of the current political tension are good but major one now is the release of Nnamdi Kanu.”
